Our Ambassador delivers an opening speech at the Japanese Parliamentary Congress meeting for the success of the UN Conference on Crime Prevention and Criminal Justice in Kyoto 2020

HE Mr. Hassan bin Mohammed Rafei Al Emadi delivered an opening speech at the inaugural meeting of the Japanese Parliamentary Assembly for the success of the 14th UN Congress on Crime Prevention and Criminal Justice, to be held in Kyoto, on April 2020. The meeting was attended by a number of Japanese parliamentarians, politicians, officials, representatives of international organizations and diplomatic missions accredited to Japan.


HE noted that the UN Congress on Crime Prevention and Criminal Justice, the world's largest and most diverse forum, had contributed over 60 years to the adoption of ambitious criminal justice policies and the strengthening of international cooperation to address threats to transnational organized crime.


HE added that the State of Qatar hosted the 13th Congress on Crime Prevention and Criminal Justice meeting in April 2015, where participants discussed the integration of crime prevention and criminal justice into the broader United Nations agenda to address social and economic challenges as well as promoting of laws at the national and international levels. His Excellency referred to the Doha Declaration that was adopted at the conference, strengthened criminal justice systems and strengthened the reciprocal relationship between the rule of law and sustainable development.


Since the adoption of the "Doha Declaration 2015", the State of Qatar has cooperated closely with the United Nations and the bodies responsible for the implementation of the declaration outcomes by turning its recommendations into practical programs that benefit countries and people in the areas of education, training, justice and crime prevention. HE reiterated Qatar's continued commitment to supporting international cooperation in the service of peace and stability.


HE also expressed his great confidence that the Kyoto 2020 Conference in Japan will be a great success in addition to the success of the Doha 2015 Conference on the development of plans and programs that will achieve the positive objectives of sustainable crime prevention, criminal justice and combating corruption.


HE ended his speech with ensuring that the State of Qatar, which deeply cherishes the friendly and cooperative relations with Japan, and with its keen interest in crime prevention and criminal justice efforts, is fully prepared to provide the necessary support for the success of the Kyoto 2020 Conference.


Furthermore, Mr. John Brandolino, Director, Division for Treaty Affairs of the UNODC, appointed by the Secretary-General of the United Nations as Executive Secretary of the Kyoto 2020 Conference, delivered a speech during the meeting, in which he noted the success of the Doha Conference in 2015 , in gathering a large number of senior officials and in the realization of an ambitious program that translated the Doha Declaration into action. The international community is counting on Japan to build on the achievements of the Qatar conference to achieve greater success at the 14th United Nations Congress on Crime Prevention and Criminal Justice, he said.
